Online Payment Terms and Conditions
Program Qualifications and Restrictions
Eligible Residential and Commercial customers are permitted to utilize Village of Hanover Park's Online Payment service ("Online Payment") via the Internet with no fee if the following requirements are met:
Your Village of Hanover Park account must be active or have a balance due.
Customer Requirements
By entering your credit card information:
a. You are stating that you are an authorized user of the credit card and that the associated information entered (account holder name, account number, billing address, etc.) is accurate.
b. You authorize Village of Hanover Park to charge the amount you have requested to your credit card.
c. You are confirming that you accept these Terms and Conditions (and any future modifications thereof) and agree that by scheduling or completing a payment via Online Payment, you authorize your financial institution and Village of Hanover Park initiate debit(s), credit(s) or correction entries for such payments. You certify that you have all necessary rights, power and authority to authorize each such payment.
Charges
Village of Hanover Park currently does not charge you a convenience fee for using Online Payment at this time, but reserves the right to in the future.
However, for each transaction, in addition to the charge you have authorized, your credit card issuer and / or network may assess their customary transaction or handling charge, if any.
If a charge is declined or reversed by the credit card issuer or network, you agree to pay us a service charge and to reimburse us for all reasonable costs of collection. Your credit card issuer may also assess its customary charge for such transaction.
Payment Obligations
You are solely responsible for making payments prior to the due date, and you are solely responsible for any late fees charged by Village of Hanover Park for payments not made timely. Late fees for any payments made using Online Payment are the same as the late fees charged for mailed payments. Online Payment is designed to be available seven days a week, 24 hours a day, and Village of Hanover Park will endeavor to update account balance and activity information daily. However, Village of Hanover Park shall not be liable for any inability to access Online Payment, or for Village of Hanover Park failure to update any information, for whatever reason.
For accounts that are identified for disconnection, payments must be made BEFORE the disconnection date. If payments are received on the disconnection date, you will incur additional charges and your service may still be disconnected. In the event your service is disconnected, an additional fee will be assessed. If the reconnection is after 3 pm or at any time on the weekends or holidays, additional fees will be applied.
Cancellation / Refunds
Village of Hanover Park does not permit cancellation of Online Payments after you have scheduled / completed the transaction.
Refunds will be processed via check in accordance to standard payment processing for the Village of Hanover Park.
Liability for Returned Payments
In the event your online payment is not processed or authorized by your Credit Card Company or financial institution, your liability for timely payment of your utility bill to the Village of Hanover Park will not change and will continue. Failure to pay your utility bill on time will subject you to late charges and/or termination of utility service in accordance with the Village of Hanover Park policies. The Village of Hanover Park does not accept liability for a payment not processed, refused, or declined by the credit card supplier. You must verify with your credit card company that the payment is processed.
In case of disputes or questions about your Online Payment, contact Village of Hanover Park by email or by calling Water Billing at (630) 823-5799, during normal Village of Hanover Park operating hours. Village of Hanover Park must hear from you within thirty (30) days of the original transaction. Please provide your name and Village of Hanover Park account number, describe the error or transaction about which you are unsure, why you believe there is an error, and the dollar amount of the suspected error.
Hold Harmless
As additional consideration, the sufficiency of which is hereby acknowledged, for the ability to utilize Online Payment, you hereby agree to hold the Village of Hanover Park, its elected officials, employees and agents harmless and hereby release the Village of Hanover Park, its elected officials, employees and agents from any and all causes of action, damages and/or claims related to or arising out of your use of Online Payment.
Termination
Participation in Village of Hanover Park Online Payment is completely optional. Village of Hanover Park reserves the right to suspend or discontinue accepting online payments at any time, for any reason without prior notice. Village of Hanover Park will attempt to provide you with prior notice of suspension or termination of Online Payment, but Village of Hanover Park will not be liable for any failure to do so. Neither termination nor discontinuation of Online Payment shall affect your liability for transactions initiated through this service.Village of Hanover Park reserves the right to change any terms and conditions of Online Payment at any time. Your use of Online Payment after any changes in such terms and conditions shall constitute your consent to such changes. You agree that Village of Hanover Park shall not be liable to you or to any third party for any modification, suspension or discontinuance of Online Payments.
